How do I move Header above navigation in Omega's child theme "Custom"?

    I am trying to move the Header above navigation in Omega’s child theme “custom”. I have tried adding a header.php using omega’s work around for that situation. and I have tried to change the functions.php but I get no results. Has anyone else done this successfully?
