How do I log on as the Super Admin?

Hello,

I have been trying for two weeks to increase my upload size limits. I’ve followed all instructions and still cannot get past 8mb. Blue Host is now telling me this:

“to increase the upload limit, with worpress 3.0.4 it’s now done inside the wordpress dashboard — make sure that the username you’re logging in with is a super administrator. So you’ll just login to the wordpress dashboard as a super administrator > click the “Options” menu and scroll to the bottom. There under the “Upload Settings” section you have to update both the “Site upload space” and “Max upload file size” to something higher than the values set in your PHP.INI file.”

I cannot find the “Options” menu so I’m assuming that I’m not logged on as the “super admin”. Can someone please help.
