It’s any wordpress site. Are you saying it should normally keep the space between the numbered lists when I shift+space?

Some websites use CSS to override spacing any user may add within the WordPress dashboard.
You may need to modify the CSS code that controls the spacing on list items — see this page re: list styles:
http://www.w3schools.com/css/css_list.asp
So you might add something like this:
ol li {
line-height: 1.5;
}
It can also be done using margins in the above code. Restricting the change to certain lists could be done using selectors in the CSS or adding a specific class to lists you want to be different.

Okay, I added the code above to the settings part of the custom css manager plugin. Is that right?
