How do I create a Submit section?

Hello again

For my blog under construction, I would like to have a page where people can submit pictures. That would be the basics of it. I have already created a Submit Page and disabled comments and other functions.

I also would like to be able to do this with my Submit Form/Section:

-Submitters would need to include their email, city, and some explanation of the submission.
-I would have to explain accepted formats (example jpg), maximum size.
-I would like to offer them an explanation how to quickly be able to format their image in case its too big. It would be great if they could have access to an on the spot formatting tool to reduce size and even draw in funny comments into the picture. I realize I may be asking too much here.
-A discalimer and signature check box letting them know about legalities of submission.
