How do I create a custom designed listing of all authors?

Hi, I need to create a page with a listing of authors with profiles (photo, name, mail and social icons, and a short bio) on a site I’m building.

As well as this, it needs to show the latest posts for each author and be assigned a service that they specialise in. I have a custom taxonomy for the services. How can I assign them to authors?

I have the design but can’t see a way of getting a loop of the authors with all the relevant info in the right places.

Any help would be greatly appreciated.
