How can you allow users to add tags to existing posts?

How can you allow users to add tags to existing posts? For example, on this support forum when logged in you can add tags to any topic. A similar plugin is Matt’s community tags, but that is only for images.

The only solution I’ve found is to use ACF’s form function, but then users can also remove tags and cannot add new ones.
