How can I have multi level admins?

I want to have specific admins be ONLY able to edit particualr parts – for example ONLY be able to post in one category

Or every post they create gets put in a specifc category – but they can’t do anything else – apart from create, delete and amend their own posts in the same categories

Is there a plugin that does something like this?

This is different to the different level admins you can have in the WP system by default
