How can I filter on a custom taxonomy on the posts page?

Per the codex I have created a custom hierarchical taxonomy, called “state.” I can apply a State value (such as “North Dakota”) to a post, and that is fine and working.

Now, what I am wanting to do. Here is a screen grab of the post area in the admin UI:

I would like to do two things:

1. I would like a checkbox to allow me to show “State” in the post table header, just like I can show “Categories,” “Tags,” etc.

2. I would like to be able to filter posts based on the state value, like I can filter based on “Categories.”

Is there a way to achieve this?
