Please head over to this path to change the cart link action: Customizing > WooCommerce > Menu Cart. Then keep scrolling down and find “Display” and “Style” options for the cart icon. You can manage it to set redirect action on the style option: https://i.postimg.cc/y8XWhcxL/image.png

In fact, this is not in the theme control.
The header on your website is created by Elementor page builder, so to deactivate the sidebar cart drawer, you should head over to that header (usually it is in WP Dashboard > Template
or WP Dashboard > Theme Panel > My Library
) and find the cart widget and check the settings of that widget.
If you disable customizing header, then this setting: https://i.postimg.cc/tRSJGKFW/image.png will be work.

I mean widget in the template. For example, “Cart Widget(shortcode)” on the header template. Screenshot.
