How can I charge for participation

In the moment there is no option to charge in any case. Not for upload or not for voting.

It is possible to allow only registered users to vote and to upload. You can also create your own registration form. User have to confirm his e-mail. Then you could get in contact with user about some fee for paticipation or something like that.
