    You went to the effort of getting a plugin actually approved, but then never bothered to upload it to the directory?

    You cannot “cancel” that, as you have already wasted the time of the plugin reviewers. So, actually follow through on your plugin uploads. They spent time and effort reviewing your plugin code, and then eventually approved it for you. And you then proceeded to do nothing about it. So why should they review anything else for you?

    You will not be allowed to upload another plugin until you finish what you start.

    So, finish the plugin you failed to finish and get that in the directory. The reviewers will not look at any other plugins until you have done that.
