How are user voices stored?

I have a question regarding the way the plugin stores votes. In my demo environment (a social intranet) I noticed the following:
I am using Helpul (see my other thread) for an idea management among other things. Here logged in employees can vote for an idea per click. If I now log out and visit the same idea the next day, the vote has been counted, but I again have the option to cast a vote. But this is exactly what I want to prevent: The employee should only be able to cast one vote per idea.
Note: I am not a PHP expert – therefore the following naive question: Would it be possible that Helpful stores the votes cast per user in the database? That way you wouldn’t be dependent on sessions or cookies. The social intranet should not only be accessible in the company network, but also via home office – therefore different browsers could be used.
I had tried (before Helpful) the plugin “WP Ulike” – here the votes are always saved, so that a new vote is no longer possible.
