Unfortunately, there is nothing we can do to on our end to fix this issue as we are using WordPress builtin email functionality (wp_mail function). However, there may be some things that you can do to resolve this.
One possible reason for this issue is that Outlook/Hotmail may be automatically filtering these messages into spam. Check your spam filter and make sure they were not filtered.
Also consider contacting your host support, they might be able to fix this.
If you are sending email from a Custom Domain, Hotmail may be rejecting your mail because you have not included an SPF or DKIM entry in your zone file.
If you are sending email from a Hotmail Domain, Hotmail may be rejecting your mail because you are not using the Hotmail SMTP server, mail.live.com.
Either way, it is unlikely this has anything to do with the Profile Builder plugin.

Same problem i have faced, i used profile builder plugin, when anybody get registered on my site then everybody get email confirmation but Hotmail not received email confirmation.

I would suggest you use a service like http://postmarkapp.com/ and the wp plugin https://wordpress.org/plugins/postmark-approved-wordpress-plugin/
This basically has to do with Hotmail blocking emails coming from your server.
