The url for upgrading should be like ending like this:
/wp-admin/options-general.php?billing_cycle=annual&page=contact-list-pricing
Do you have the latest version of Contact List (2.6.2) and does your user have the “Administrator”-role?
Do you see the settings page normally (/wp-admin/options-general.php?page=contact-list)?
The older version is no longer available, but of course the upgrade should work normally.

I miss billing_cycle but if I add it to the query I’ve got the same error message.
Every green Upgrade here button open the same url, without billing_cycle.

Since I entered there I’ve got a Freemius request and I see a new blue button Start free trial ➜
I guess that if I activate it I will be able to test the new version and later upgrade.
That is strange… I’ll have to find out the cause of this, but meanwhile you could try the trial first or purchase the pro version directly from Freemius:

Green Upgrade here button link failed until I allowed Freemius to access the website.
This was the reason of the bug.
Later I did it, I saw the comparison table Free vs Pro and I can buy Pro.
