Hot to Buy a domain that is already registered ?

I want to buy a domain. But somebody already have it. I want to contact him to buy his domain. His web doesn’t seem to be active anyway.

Btw his domain is kumkom.com and it’s powered by wordpress.

What should I do to cantact him? There is no information about his contacts or anything. I wanted to ask wordpress but wordpress recommended me to ask it on the forum.

Anyone has a solution besides recommending me to hire a broker? Maybe there is a way to know the user’s contact or email?
