Home page as Blog Page

I have setting<reading set up – to Front page displays to Your latest post. After I update and refresh home page (Welcome to My Blog) my first post shows up, but when I leave that page and return to the home page the blog post doesn’t show up.

I want my first blog to remain at the top of the blog page as it tells the story of the blog. As it is now, it show up twice as if it is two separate blogs.

Am still setting my website up and haven’t gone live yet – could that be the problem?
