Home Banner Image not responsive

Hello,

I have recently taken over this page for my client’s company. I cannot get the home banner image to be responsive. It looks like whoever made the site did some custom work that is tough to go back and customize. I have searched the forums and google and tried many css codes, but it doesn’t seem to change anything.

Does anyone know how to get the home banner image to be responsive on mobile?
