I have created a plugin for use in my Multisite installation and I don't want admins of other sites to be able to use it. Is there a way I can hide it from the wp-admin/plugins.php page?

The plugin you are looking for is https://plugins.trac.wordpress.org/browser/plugin-premium-package-manager-for-wp-networks/trunk/ra-plugin-manager.php?rev=372228.

It adds an action link to all non-Network (including network active) plugins in the Network Admin -> Plugins screen. The action link text is Make visible/invisible depending on the current visibility of the link.

Plugins are not hidden from super admins.
