Hide Add New on Pages

My problem, I found two posts about the subject of removing or hiding the “Add New” from the Admin Pages, one Frank Bueltge replied and another more recently (see below). I’ve followed the directions to both; unfortunately, it did not remove the “Add New” feature. The second post is experiencing the same unsuccessful result as I am. Any help would be greatly appreciated.
