I have seen lots of people having trouble with SMTP connect() failed error in PHP 7.
I was also having the same issue. Here is the solution that I found.
The trouble was the password. Yes believe it or not, it’s just the password.
Whosoever is having this issue please check if you have % sign in your password.
Just change your password to use simple characters and the issue would be resolved.
Atleast it did for me 🙂

With % and without it in my password pitty, but i see the same error. Many times recheck my credentials – all is correct! Erorr still stay 🙁

Its not just the password. You have to get all the following details correct (otherwise it will fail to connect as your server will reject the connection request):

SMTP Host:
Type of Encryption:
SMTP Port:
SMTP Authentication:
Username:

Just received accept from my Hosting company and yes all data is correct. But still receive such error trying to send a test email.

Hi, having the same problem. The email account works normally outside the website, sending ans receiving using microsoft outlook.
Inside the website, configurations checked and the message that appears is “SMTP connect() failed. https://github.com/PHPMailer/PHPMailer/wiki/Troubleshooting”. As thought that could be an error caused by the version 1.2.6, I downgraded the plugin version to 12.5 but the error is still happening.
