Help with Post-Installation Permissions on Debian Local Installation

I have a local installation of WordPress on Debian 10. I get the following error message when attempting to access my installation:

Error establishing a database connection

at

http://127.0.0.1/wp-admin/install.php

My WordPress installation is located on my local machine at

/var/www/html

Can someone provide some help?
