Help – Vertical menu with lines after text

Anyone have a solution to add a line that extends from the end of the text in a vertical collapsing menu system to a fixed container element in the selected state? Check out Link and go through the menu to see what I am trying to replicate. I am a newbie and my code consultant is relatively new to WordPress. Doesn’t have to be a plugin and has to be IE7>, Safari, FF, touch screen compatible.
