Since you don’t have access to your Dashboard’s Plugins page, try manually resetting your plugins (no Dashboard access required). Here is another tutorial: http://www.wpbeginner.com/plugins/how-to-deactivate-all-plugins-when-not-able-to-access-wp-admin/ – If that resolves the issue, reactivate each one individually until you find the cause. Also remember to deactivate any plugins in the mu-plugins folder (if you have created such folder). The easiest way is to rename that folder to mu-plugins-old.
I have followed that tutorial and have renamed the plugins folder but I still cannot access the website. I also, updated the Activate_plugins in options table and that did not fix it either.
I am not aware that I have a mu-plugins folder. Where would that be located

Try downloading WordPress again, access your server via SFTP or FTP, or a file manager in your hosting account’s control panel, and delete then replace your copies of everything except the wp-config.php
file and the /wp-content/
directory with fresh copies from the download. This will effectively replace all of your core files without damaging your content and settings.
Some uploaders tend to be unreliable when overwriting files, so don’t forget to delete the original files before replacing them.
Once i did that I was able to get in. However, now i get, when clicking on a submenu
Additionally, a 404 Not Found error was encountered while trying to use an ErrorDocument to handle the request.
You need to update your permalink under settings page
