Help me PLEASE

So all I’m trying to do is ACTIVATE this thing. I tried TWICE. both times i got the e-mail clicked the link, the link took forever to connect, it timed out and then it said that it could not create user. I just want to know what the problem is, and I know it’s not my connection because that was the only link that was connecting that slow.
