    Login Cooldown is not Stop Spammers. Stop Spammers has no “Cooldown” messages or options. I might be a side effect of mixing another plugin with Stop Spammers.

    You need to fire up FTP or CPANEL file File Manager, or however you handle files on your server. Go to the WordPress install and navigate to wp-content/plugins and delete the folder for Stop-Spamemrs.

    This will remove Stop Spammers from your system.

    If you still cannot log in then it may be another plugin. I might also be caching. If you have a Cache Plugin it might be caching whatever is producing the Cooldown message. If you use CloudFlare, it might be serving a static page and you will need to turn off CloudFlare caching.
