Help deciding on what plugins to user for new membership site

Hello All

I have put together many wordpress web sites, but I have not done a membership site before, and have been asked to build a site with the following requirements and just wanted to get some help on what plugins I could use to accomplish what has been asked of me.

Here are the requirements.
1. The site is a membership site
2. The main propose of the site will be to allow the members to submit poems and other writings to the site.
3. all members need to be registered with the site.
4. Two types of members 1-writers, 2-readers. So anyone can come registers and as long as they are registered they can read all of the member submitted site for free. BUT once my database starts to fil up and we have a lot of writers I want to start charging a montly membership fee. So maybe my first few months are free for everyone and like ai said once I have a lot of good content in the database I want to start charging. But if I’m a writer I have full access to the member submitted content to read it.

So maybe a person comes to the site and registers and is only a reader for a while but then decides to start writing they would no longer be charged a monthly membership as long as they are submitting lets say one piece of content per month. But if they stop submitting for more then 30 days they go back to a reader and would start paying monthly again.
5. All the content that is in the sites blog would be accessible by anyone registered or not
6. I would want the member submitted content shown around the site so maybe the top most read or top 5 best rated member submitted content would shop up on the home page as the top 5 section and would show the title and first paragraph and if they click read more they would have to login or register to see it and pay iff needed.
7. of course I would want members to rate and comment on member submitted content so we can rank the content and give out prizes based on highest rank and most read or something like that.
8. I would want a drop down list of categories the member could choose from when submitting their writing as well as be able to submit a photo with the content so it looks better when listed.
9. I would need a front end content editor so they could submit content without having to be in the admin section of the word press.
10. I’m not sure if the member submitted content would be OK going in to the blog post database of WP or would it need it’s own database. Remember I want to categorize the content in to different types of writing, so if we do that we could say certain categories are free and others are paid when we start charging for membership.

I’m not sure if all of this can be done by out of the box plugins but was hoping to get as close as i can with out of the box plugins without having to hire developers. The customer is on a very slim budget for this so lesser expensive or free plugins would be best, but I’m open to all suggestions to make this site awesome.

I know this is a tall order and I put a lot out there, but I have not done a site like this before so I really needs some advice on where or how to start.
