The permissions are there internally. They’re part of the SUPPORT USER role. But you need to add it to your custom roles which is why you need to use a plugin like user role editor. Once they’re added you should be able to deactivate the plugin though – WP keeps the assigned capabilities with their roles.

Ah, ok. Unfortunately that’s where we have to draw the line between free support and premium support. We can only do hands-on site trouble-shooting on an issue when users have purchased a license and agreed to our support policies/legal agreements.
