Headings with apostrophe won’t work in the plugin

First off, thank you for a great plugin. The only issue is that any headings that include an apostrophe (and likely other special characters) don’t work. To see what I mean:

1) Go to this page https://www.socmedsean.com/managing-music-and-social-media-answers-to-common-questions/
2) Expand the TOC
3) Click on the first links and it should jump to the correct section
4) Scroll back up to the TOC and click on the 4th link, which has the word “Can’t”. It doesn’t work.

The same issue exists on this page:
https://www.socmedsean.com/contact-facebook-support/

when you click on the first link it works just fine. The second link has the word “Can’t” and doesn’t work.

Any tips on fixing this would be much appreciated.
