Header Widget Unavailable

My theme didn’t come with header widgets. I was trying to create my own drop down menu but the pages that come with the theme is the only drop down that works. I’m trying to replace that with a drop down widget plug in. Is there a way to create my own widget for the header since there is none or am I stuck with what is on the theme?
