Having problems restoring

I moved my domain to a new server (godaddy) and got WordPress installed and tried to restore my database using these instructions:

It doesnt offer the browse feature and there isnt an import which is what I used at my old server. But when I copy and paste in the box, it says theres a syntax error. Any ideas whats going on and how I can fix it so I dont lose all my posts/comments? Thanks.
