    The function for locking the/pinning the toolbar to the top bar, or to the block editor, could also be made available in the toolbar itself.

    This could be as a toggle button, with an icon that may be something like;

      has an up arrow at top right of icon
      has a down arrow at bottom right of icon
      has a top bar (line) at top left of icon
      has a gray box (shape) at bottom left of icon

    So where ever the toolbar is shown, the user can just click on the toggle button to move its location.

    The icon could be placed at the right end of the toolbar.

    Also similar icon could allow for “toolbar display mode“;

      icons only
      text only
      text and icons
      large view
      verbose explanation pop-ups
      advanced toolkit(s)

    This may mean the toolbar is more than one line, but it allows the user to interact with the toolbar in a way that may be more to their need or choosing.
