Guest gets posts list with multiple tag selection

    What I’m looking for is this:
    a Guest from a page, or sidebar, or footer etc.(it doesn’t matter to me) should have the possibility to select multiple tags and obtain a list of all the posts containing those tags
    I have found some plugins or “codes” (www.mysite/tag/tag1,tag2 etc) that allow the admin to create a page with all the post according to some tags, but nothing that creates a list from a user selection
    any ideas?
