Unfortunately, we don’t have control over what’s approved. Your translation should be approved by “translation editor” (who speaks Japanese). As I found out from this post:
All people dealing with translations here are volunteers. Unfortunately, for many languages there is a large number of pending translations waiting to be checked.
You may submit a NEW request here (rather than commenting on a two year old post) where you indicate what plugin and what locale (language+country) you’ve been working on.
Hopefully one of the GTE:s (General Translation Editor) should find some time to have a look at your translation. If it’s overall OK, then, most probably, they’ll make you PTE (Project Translation Editor) for that particular project, so that you can continue maintaining the same plugin/theme translation, going forward.

and if your locale team has a Slack channel, then you should be able to find out the details at https://make.wordpress.org/polyglots/handbook/about/teams/local-slacks/
It’s usually good to get in touch with your translation team to learn about style guide, etc. That can save a lot of time both for you and for the person, who’s going to check the translation.
