“Grant Permission” button missing for Gmail SMTP authentication

I am trying to set up the Gmail SMTP plugin. Despite following the steps closely, the “Grant Permission” button does not appear after I press “Save Changes”, having entered the Client ID and Client Secret from Gmail API.

I have used two different emails and both have the same results. What might I be missing?
