Grabbing Dynamic Parameters and then Passing it in the link out

Can someone please explain to me in basic terminology on how to enable this??

All I want to do is grab a dynamic tracking parameter and then pass it it within my link out

ie. http://www.apple.com/?a=hello?b=boy
link out http://www.orange.com/?c=hello&d=boy
