This is simply blocking the link mask generator folder /go/ and your other settings to disallow /wp-includes/ and /wp-admin/ is fine, since those folders should not be crawled (unless you want sensitive folders indexed in Google).

However, if you like you can disable the File editor module and link mask generator modules in SEO Ultimate, however, I would look deeper into why Googlebot cannot access your robots.txt such as file permissions on the file itself.
