google pagespeed improvements – remove frontend.js

Hi,
Is it possible to remove the enqueue for frontend.js or conditionally load it based on the setting in the admin ?
I checked the box in the admin to not remove numbers from user profiles, and the js file is still getting loaded on the front end.
It’s one of the recommendations of the google pagespeed insights tool.
I am using this plugin on a site that does not use comments or user profiles.Thanks!
