Getting A Menu To Drop Up

(I copied this from a post in the fixing word press forum, thinking since Evolve is no longer updated it would make sense to start there… Well not a lot of traction and it seems it best to see what y’all think, despite this forum not being as busy as it once was!)

This is either a head smacker to some, or a head scratcher to others, but I’m curious if it’s possible to have a drop down menu go up instead. (Making it a drop up menu!) With some Googling and what not, I honestly can’t say either way; but it would go a long way in helping me fix a few things.
