Generates Rest API curl error 28 and loopback test errors

    When I check Site Health in WP Dashboard I get errors. All other plugins are disabled except this one. When I disable this plugin I no longer get the errors.

    WP 5.2.4

    This generates the error “The REST API request failed due to an error.
    Error: [] cURL error 28: Operation timed out after 10012 milliseconds with 0 bytes received”

    Also generates this error “The loopback request to your site failed, this means features relying on them are not currently working as expected.
    Error: [] cURL error 28: Operation timed out after 10042 milliseconds with 0 bytes received”
