I do not understand the question.
Does he want to upload from a flickr page? Or does he want to link photos to flickr pages.
One can not have links to external items in stead of local items. All items like photos videos audios and pdfs must physically be uploaded to the wp installations uploads/wppa folder using the wppa upload or import mechanism.
Generally one can upload to empty albums, no problem.

most of the other members are amateur photographers. He is a professional photographer and uses Flickr to upload his best pictures. He doesn’t want to repeat the upload of images, so he asked if there is a way to just have a link to his Flickr page.
unless it’s something in Album options, I cannot see how to achieve this

So, I added a ‘Flickr’ thumbnail type image to this members Gallery, and in the Photo detail, I’ve added the URL to his Flickr page, with ‘New Tab’
Underneath it says “If you want this link to be used, check ‘PS Overrule’ checkbox in Basic settings -> Links II, III”
However, when I look at those sections, it is not clear what I need to change to make the URL on the image work. I’ve tried a couple, but it still only opens the thumbnail image and doesn’t trigger the new tab to Flickr page.
EDIT: Strike that, I didn’t spot PSO was the overrule! It worked!
