 * I am using version 2.1.4, Is there a way to arrange the homepage layout so that
   the featured pages/images show up below my welcome home message (front page)?

    No way to do that as of now from the customizer options. But it should not
   be hard to do in the code (create a home.php template for example, copy the index.
   php file in it and reorder the different functions)
