There are quite a few people who have had the same issue – the most common one being that there are no pages created yet, and hence no page to assign the blog to.
If that is not your case, there are a number of other solutions in the search results…..
Hi, thanks for your reply, I have pages already created, it was working for the past few weeks during setting up the site and then the option suddenly dissapeared. I will do a search for a solution, thanks.
Hi, I found a solution, I had to recreate the pages. For some reason WP did not recognize the pages that were there. thanks
I am also having the same problem with “Front Page Display” not displaying on the Reading screen. All I did was upgrade to 4.2.4 (what was I thinking?!).
I have (and have had) 76 pages published (as displayed on the Pages screen). So, plenty of pages exist. I’m logged in as an Administrator users. Still nothing.
Please help.
if you create 2 test pages, publish them, then see if it displays..
if so you have to recreate your home page and then select it..

I’ve created two test pages, published them, checked Settings->Reading, and still nothing. I’ve also logged out and logged back in. Nothing.
I don’t know how I could recreate my home page as it is the blog entry. I *was* trying to use a static page but, for obvious reasons, didn’t get that far. 🙁
Oh, I’m also getting the “Cheatin’ uh?” error message (very descriptive and helpful(?!?)). So apparently even though I’m logged in with an Administrator account, it doesn’t think I am (yes, I’ve also created a new account and made that an Administrator; same result). Of course, it did think I was an administrator when I logged in with the same account *before* upgrading to 4.2.4.
I must say, this is a bit disappointing, as it is the second time in as many upgrades that there have been major issues. This “Cheatin’ uh?” bug has been around for years.
I hope that it is just something I’ve overlooked, however, these problems started happening *immediately* after I finished upgrading. 🙁
