I need:
receive a notification (admin and client) by mail with a text from the status (on hold).

So that we receive notifications for both the status of the order “on hold” and the status of the order “pending payment”.

By default, the store admin only receives a notification for new orders, cancelled orders and failed orders:

To get more control over what notifications you receive and who receives them, I’d recommend the extension Advanced Notifications. It allows you to configure notifications by order status, and to choose who receives them.

The extension Payment Reminder can send an automatic or manual reminder email to customers whose orders are pending or on hold.
I’m unsure what your use case is for transferring status from Pending to On Hold. Normally, it’s either one or the other: https://docs.woocommerce.com/document/managing-orders/#visual-diagram-to-illustrate-order-statuses
On Hold is generally used for manual payments such as bank transfers, or cheque. Pending is normally an automatic status relating to certain payment gateways: https://docs.woocommerce.com/document/managing-orders/#understanding-order-statuses-in-relation-to-payment-gateways
In what circumstances do you need to move an order from Pending to On Hold?
For complex automations of this kind, I’d recommend using AutomateWoo and you’ll also find you can use this to trigger your reminder emails and admin emails as well, without needing Advanced Notifications or Payment Reminder.
