    We have a free shipping rule that requires a minimum amount AND a coupon code.

    The coupon code has the condition that it excludes sale items.

    When we have two items in the cart, one sale item and one non-sale item, the entire order is being given free shipping and not just the one item. Is there any way to change this, or is this intended behavior?

    This is indeed the intended behaviour of WooCommerce core.

    To change this you would need to be able to split the cart into 2 separate shipping packages 1) free shipping 2) shipping applied to sale items.

    You _may_ be able to do this with a plugin like Advanced Shipping Packages but I’m not 100% sure it will work for your scenario.

    There is a 30-Day Refund Policy . This would also grant you access to support in case you needed assistance with how to get this setup. That way you get to demo the product on your own site with your specific parameters.

    If the product doesn’t work the way you need or you think another product would work better, you can get a full refund.
