Look in your woocommerce settings if the enable use of coupon codes is checked.
Also check to see if you have a free shipping method enabled.

Hi @arunschandran. I cannot see any errors in your settings. I’ve used the same settings on my site and got free shipping for my test order.
What are the settings for the shipping zone that you have added Free Shipping to? Is it restricted to a particular address/region, for example?

This is NOT resolved. I have the same issue. All settings are correct. Free shipping is not applied when the coupon is used.

I’ve created a Free Shipping method, edited the details to be triggered by a free shipping voucher. Created the voucher and when applied no free shipping option is available.

I think the solution might be to set the free shipping to free shipping or coupon.
I believe there is a bug on the free shipping coupon setting in
Woocommerce-setting->shipping->shipping zones
that may have been caused in a Woocommerce update.
