Free plugin that requires a paid version to work at all

Correct me if I’m wrong. It is expected that all plugins listed on WP platform to work at least with some basic functions. What’s the point of listing a plugin here that requires another commercial plugin and a paid subscription from the author to work beside using this platform as a free marketing tool? You get free marketing, so at least offer something free in return, no?
