So I’m afraid that we’re not dealing with a bug but rather something specific on your installation that is causing the issue.
You mentioned that you performed a conflict test, did you made sure that all other plugins are deactivated and that default WP theme like TwentyTwentyOne is used?
Can you double check your PayPal settings in Forminator and ensure that you have correct details entered for your live and sandbox accounts?
Can you also ensure with your host that there’s nothing blocking communication with PayPal?

Hi Pedrag, thank for your answer I solved the issue and would like to explain how.
1)I’ve migrated my wordpress site with “all in one wp migration” from development to production.
2)I noticed that the issue was in both environments at the start but then started working in development.
3)The differences between dev and prod were in Prod that has the domain hosted elsewhere.
4)in development I’ve the two “rendering” options ticket that I’vent in production :
Load form using AJAX
Enable Prevent page caching on form pages
5)I ticked them but still not working.
6)I migrated the domain to the same hoster, still not working.
7)I was desperate and removed forminator plugin from prod and then reinstalled it.
Tadah it happened the magic…migrating the website have corrupted something and now Forminator is working flawlessly.
