Form Submissions with multiple recipients not working

For some odd reason when I set up a form it can only have a single recipient in order to work. If I add multiple email addresses separated by commas then I get the “Server Error. Form Not Sent” error message. But if I go back and just put a single recipient it works perfectly fine. If I add two email actions after submitting and put a different email for each one it works fine. It is only when I put two email recipients on one email action that I get the error.
