@lobsterdm, we did check your site. There are some js error, which is causing any js to load in your site. That is why you are facing this issue.
So, please resolve those js error in your site. Then this issue will be fixed too.
It may happen you are getting these error sue to plugin/theme conflict. Just to be sure, disable all the plugin except WooCommerce and WC Catalog Enquiry for testing purposes and check again. If the issue still exist, please switch to some default theme like Twenty Sixteen and check again.
