Form not going to PayPal

First, I did a search of this subject and found several other threads with this same subject, but none of the suggestions in those threads fixed my problem. I did have the Contact Form 7 Redirect plugin, but I disabled, then removed it entirely and the problem persists.

When a user fills out the form, they are never taken to PayPal to complete the sale. I DID notice that the url in the addressbar changes to

https://www.bvbeeks.org/about/joining-bvbeeks/#wpcf7-f1333-p1426-o1

after they hit submit.
